we have two storms for the weekend. >> good morning, roads are wet. several spinouts and chp issued an advisory in the santa cruz mountains. >> 6:00 a.m. and weather is what we'll start with. >> windshield wipers were going nonstop and i left early. >> we have more on the way. >> some of the storms had some thunder but loss intensity, pond ought roadways, especially you in look into southern parts of sonoma county, napa county and here in marin county, one nice healthy storm and another one right around the bay. let's take a look at this one, moving to the east-northeast, brief heavy rain and sandwiched between san mateo and dumbarton bridge back to san mateo and half moon bay. moderate rain falling in the

santa cruz mountains. leading edge moving toward ukiah a lot of thunder here. that is what we can expect over the next six hours >> we have several spinouts but nothing that is blocking any lanes. let's start off live look east shore freeway, headlights moving westbound, carquinez to the maze is 20 minutes. south bay, 280 at 17 overcrossing, no problem through downtown san jose area, through the santa cruz mountains, they have issued a heavy rain advisory. asking drivers to commute with caution. >> in a national address, japan's prime minister called for his nation to, quote, unite in rebuilding the nation from scratch. it came three hours after the nuclear agency raised the level

>> reporter: the team continued operations at the most troubled reactor. for a second day. they doused the number three reactor from water cannons from the ground and dropped water from the air. on thursday, president obama commended the work of emergency responders in harm's way. >> even as japanese responders continue to do heroic work. we know that the damage to the nuclear reactor at fukushima daiichi poses a substantial risk to people nearby. >> u.s. pledged medical and humanitarian support. >> we are working aggressively to support our japanese ally in this time of explored charge, search and rescue teams are on the ground to help recovery efforts. we have flown hundreds of rescue mission and distributed water and food to the japanese people. and in new fallout from the

investigation into the contra costa drug task force. district attorney's office now says it will dismiss about dozen cases involving arrests made by norman welch the former head of the task force, they are facing challengers of selling drugs they stole from drug task force seizures. contra costa public defender is calling the d.a.'s office to remove itself from the case. jurors in barry bonldz trial won't get to hear some of the most dramatic evidence when the trial starts on monday. a federal judge has thrown out voicemail of bonds' former mistress. prosecutors hoped to use the voice mails who they said are profane and threatening and are the result of bonds' steroid use. breaking news now, abc news is reporting four journalist

captured in libya will be released today. the information was given to christiane ammanpour. libya is declaring an immediate cease-fire. move came hours after the united nations security council voted to impose a no-fly zone over the country. that vote authorizes u.n. forces authorizes to use all measures to protect civilians from attack. it comes after britain announced it would send aircraft to help enforce a no-fly zone over libya. >> let's check out the bay bridge, seems like rain is not coming down at the moment. maybe my eyes aren't so good. >> that is not the rain in spain. >> you can see the scattered showers. you can see the initial line accelerating through mendocino county, radar returns are getting more impressive there.

so we still have thunder in the forecast but it looks like the likelihood of heavy rain is likely story. mild temperatures this morning, anywhere from 4-15 degrees warmer than this time yesterday. as you step out, not only will you need the rain gear but adjust for upper 40s in last los gatos and low 50s for everybody else. >> as far as the accu-weather forecast goes, find a day that doesn't have rain in it. we can't. in fact i was looking at 8-14 day forecast, temperatures are going to remain below average and rain is going to remain above average. heaviest rain out of this system will probably come in on sunday. most recent spinout is in hayward, westbound 92 at

storms this thunder earlier are winding down a little bit. we have moderate rain throughout the santa cruz mountains and that is now starting to spill into the santa clara valley on very light nature. lightning strikes about three hours, but i'm still going to keep thunder in the first as this is vigorous cold air system. let's focus in temperatures, 49 in napa. around the monterey bay, mid to upper 40s. rainy, breezy today, isolated thunder, on-and-off showers tomorrow, we'll have small hail and snow in higher elevations and strongest storm comes in sunday. for today, the temperatures are well below average. mid to upper 50s in the north bay valleys down into the coast

and upper 50s to low 60s for the rest of us. around the monterey bay, low 60s inland. heaviest rain will move in during the latter parts of the afternoon hours and into the evening hours. low to mid 40s for most areas. mid to upper 30s around cloverdale and sanity arose. here is a look at the system, very strong, nice comma shape and highs cold air coming in. battle line is just north of ukiah through 7:00 moving into the north bay during the end of the evening and morning commute is around 9:00. by noon, heaviest rain moving through the bay and by 3:00, heading down to the monterey bay. behind it we'll still have teddy showers and see the snow levels dropping, showers will continue throughout the overnight hours with snow on st. helena and

showers taper during the afternoon hours. we get a little bit of break before the next big system comes in sunday morning. look at this, yellows, oranges, heavy rain from mid-morning to midafternoon sunday. we're talking rainfall amounts around one to two inches for the bay, up to three inches in the santa cruz mountains and also in the north bay, outside of the mountains, and the strong surf, high surf that is going to kick up to 3:00 to 9:00 tomorrow evening. 17 for the swells and now the system on sunday, that is the stronger one, that is where we can see flooding, power outages as trees lose their grip. monday through thursday all have chances of rain and cooler than average weather. have a great weekend. good morning. i'm happy to report that despite the slick, wet roads we don't have any major accidents or problem spots to slow you down. let's start off with a live look at contra costa county, walnut creek, 680 at north main exit.

all the way down to hayward. this is moving into the east bay valleys. these storms were stronger early this morning. as we head down to the south bay you can see they are more scattered in nature and rain around the santa cruz mountains not as heavy as it was. the strongest part isn't here. it moving through mendocino and moving into the north bay around 8:00. rest of us will see an increase in heavy rain as we head into the mid-morning. this is round one. couple more rounds and i'll have that with your forecast. >> chp has issued a heavy rain advisory in santa cruz mountains. they are asking commuters to drive slowly and you will see signs activated with that same advisory as you make your way through 17. drive times for friday morning commute, 20 minute commute time, heading westbound through altamont pass. and 17 minutes heading web from

lone tree way to 242. also at railroad you'll see road work until 7:00 this morning. >> developing news, diplomat says the japan's nuclear fallout has reached california but it's minuscule and far below health threats. japan has asked for u.s. help to avert a catastrophe after admitting that cores in the fukushima daiichi reactors were partially melted down releasing radioactivity in the environment. the head of the u.s. pacific command he is cautiously operate mitts particular about the progress being made. meantime, 139 firefighters were honored as heroes as they left tokyo to join the fighter to cool the reactors this morning. crew will join nearly 200 others who have been working nonstop since the crisis begin.

now, the latest from japan. >> reporter: it's an all out battle to save the fukushima daiichi plant. crews went in with high prepared cannons to spray reactor number 3 to avert a potential meltdown. crews went in with helicopters dropping 30 tons of sea water. that did little to cool town core reactors at the site and today officials said they would not resume aerial operations for now. 300 men are working around the clock to save the plant. all opting to remain nameless but families are sharing their stories. a daughter tweeting how proud she is of her father. please live well, i won't be home for a while says one worker. >> americans are leaving the country. first chartered flight left friday morning. a bus from sendai to tokyo for those worried about the uncertainty ahead.

all of the focus on the nuclear reactor has overshadowed the humanitarian crisis that continues to unfold. the death toll now stands at more than 6,000, more than 10,000 are still missing. some evacuation centers are still waiting for supplies, a week after the earthquake hit. >> in addition to the 300 men that have been working around the clock, we learned that 130 tokyo firefighters have volunteered. they expect a lot of difficulty but the reputation of japan and lives of so many people rest on your actions. >> dramatic video is emerging of survivors who barely escaped the tsunami one week ago. >> this video was taken in sendai near the quake epicenter.

and this white taxi, yep, they were in the taxi just minutes before and now they see it floating away. diplomats are confirming that radiation particles from japan have reached california but nobody in the scientific community is sounding the panic alarm. janelle wang is live at u.c. berkeley where scientists said they have seen evidence of radiation. >> reporter: they have. a diplomat said he has access to radiation tracking equipment and he said it has reached to southern california but the first readings show a billion times lower than what would be health threatening. as for here, they picked up traces of radiation on the monitors. don't be alarmed, tiny particles

are so small. students have been monitoring the readings. according to our partner, they did find traces of radiation particles yesterday but very diffuse. they tried to calm the fears. >> reporter: this one model forecast that the radiation plume from japan's failing nuclear reactor will reach california, but first of all there is no plume and second of all, you can't predict how the weather is going to carry the particles. this diplomat confirming radiation has reached southern california but it is a billion times lower than what would be health threatening.

let's move on to other news. there is a major new revelation in the jaycee dugard kidnapping. during court hearing, prosecutors showed one of the suspects, nancy garrido told them she videotaped a five-year-old child with perverse entertainment. it was made two years after the couple abducted jaycee dugard in south lake tahoe in 1981. they held her at her home for 18 years. the hearing was to update negotiations on a possible plea deal. prosecutor is stubborn that would set nancy garrido free sometime before she dies. >> it might be much simpler or a lengthy prison sentence. >> both philip and nancy garrido have offered full confessions. both sides continued the

hearings into next month. more americans support gay marriage than at any time in the past decade. a poll found that 53% of registered voters say gays and lesbians should have the legal right to marry, that is up from a low of 32% in a 2004 survey. still, some 44% of americans oppose gay marriage although that number is down from 62% seven years ago. gay marriage is now legal in five states and the district of columbia. obama administration said last month it will no longer defend a law banning the federal recognition of gay marriage. >> overnight the rain come in, so the question is, how about the afternoon commute. >> i think mike has a answer. >> we should have steady rain but just like this morning, scattered showers, and more showers during the afternoon

hours but by then, everything will be wet. good morning to you. we're just beginning a very active pattern that is going to give us two storms in the next three days which means flooding is going to be a problem, most likely on sunday and even power outages. here is a look what is going on. vigorous storm system to the north. leading edge, see that spike, that is the cold front that is coming down. we'll see the heavier rain start to develop, should move into the north bay and move southward across the rest of our neighborhood through mid-morning and midafternoon. adjusting for temperatures, 6-15 degrees warmer than yesterday. putting us in the upper 40s to low 50s. you can see that line of yellow and orange moving through the north bay at 8:00. watch it move through the heart of the bay as we jump up to the noon hour. then it starts moving into the south bay from noon to about 3:00. temperatures in the low to

mid-50s during this time frame. will pretty much stay in the low to mid-50s. once we get 5:00 or 6:00, then they are showers and they'll be waves of showers evening and overnight hours. we'll have on-and-off showers tomorrow, probable the slowest weather day of the three because the heavy rain moves in sunday. once we jump in into sprng, monday through thursday are still below average with a chance of rain on each of every one of those days. >> we have several spinouts, they are all over on the shoulder. live look in walnut creek, 680, taillights are moving southbound no delays as you you make your way into san ramon valley. drive time from 680 to caldecott just a light ten minutes. live look at the east shore freeway, interstate 80 heading

late yesterday both state senate and assembly passed the main budget bill. over the past few days they passed a series of bills that would cut $14 billion from the budget to help bridge the $26 billion deficit. lawmakers did not, however, address the governor's bill to get rid of all the redevelopment agencies or his plan for a june special election to ask voters to approve a tax extension proposal. honda is announcing this morning recalling about 50,000 of most popular vehicles over concerns about fuel pumps and windshield wipers. recall covers about 18,000 civics and 33,000 odysseys from 2011 year. the problem with the fuel pump could lead to a fuel leak and issue for the rods of the windshield wipers could prevent the wipers from working. possible production snafu

announcement today moves the threat level from a four to a five on a scale where a 7 would be a chernobyl like meltdown. it puts it on par with the partial meltdown of three-mile island. >> radiation particles from japan are expected to arrive in the bay area today. >> janelle, some people are saying they are here already? >> just in the past hour, a diplomat out of vienna asked the united nations tracking equipment says traces have reached southern california. it's so tiny, the traces would have to be billion times stronger to pose a health risk. engineers have picked up traces of radiation on their monitors and they say don't be alarmed. they pose no threat at all.

they have been monitoring the readings ever since. they found traces of radiation yesterday but very diffused. federal government has their own radiation monitors around the state, 12 total. as of yesterday, no reports of any radiation at all but so far local, state and federal authorities say there is nothing to worry about at all. final check on weather and traffic. >> here is a look at live doppler, you can see the line developing just to the northwest of the bay area. that will be the cold front and when it moves in, winds will pick up and intensity of the rain will be steady and heavier. >> light at the bay bridge toll plaza. a problem in san mateo county, the ramp at highway 35 is closed to clear the scene of an earlier crash.
